I am looking for something in addition to the TOTP option.   I personally love the TOTP option because of the ease of setting up and the flexibility of using nearly any authenticator app to provide that TOTP.   Unfortunately I have users that refuse to install an authenticator app on their personal device and insist that it is not "fair" to require that.   These same people will supposedly accept receiving a text message with a One-time Token.

you should be able to configure azure saml for primary authentication and, if you need something else, a different server for secondary
