Hi,
If you have a support contract, you may want to open a case. There may be a different reasons why retrieving the PAC file vs. manually configuring the proxy server is having issues.
Have you verified the connectivity from PCS to the server with the PAC file? What about the PAC file itself, is it used successfully in other places?
