I've been spending a lot of time recently on this issue because my customers are worried about NC terminating abnormally and leaving the modified proxy settings around.
I can confirm that the instantproxy.pac file will not be created, and the proxy settings on the PC unmodified, if the IVE is configured to not use a proxy.
I also can confirm that the modified proxy settings can be cleaned up, and the original proxy settings restored, by starting the NC standalone client. This requires no network connectivity at all - it works just by starting the client.
