I'm having the same issue.  Is there any solution yet? 

 

Pulse Secure Version 9.1.13 (11723) and am running on a MacBook Pro (2019, Big Sur Version 11.6.2 (20G314).

From another of your answers I found my answer.  When the error occured, under the name, it would say "Disconnecting...".  And I could click the "Connect" choice.  Then it would say "Connecting..." but wouldn't actually do anything.
 
Trying the load command, I'd just get the Load failed: 37: Operation already in progress error.
 
But, if I run the "unload" command and then run the "load" command, it works!  Kill wouldn't work.  The only thing that would work was restarting, which was a total pain.  Hope this helps someone else.

Is it happening everytime you disconnect from VPN? Restarting the Pulse Secure service or macOS should fix it...

 

Stop command - sudo launchctl unload -w /Library/LaunchDaemons/net.pulsesecure.AccessService.plist

 

Start command - sudo launchctl load -w /Library/LaunchDaemons/net.pulsesecure.AccessService.plist
