How do you power on an SM160 Module without a CMC?

I think I'm missing something really basic with the 6611 MAG chassis and the SM160 modules here.

 

I have two chassis, 7 modules spread across the two and the only way *I think* I can get them to power on is by completely pulling the power cables, as the power button does not seem to actually power down the chassis. (Yes, I held it for 5 seconds). That being said, however, I still seem to have modules that are not powering up.

 

I have tried connecting up via console to a couple of the modules and I get no response. Move the console cable to another module in the chassis, I get response.

 

Can someone help illuminate this for me? I've been around Cisco gear forever, so while I'm new to Juniper, networking and security fundamentals are something I know a fair bit about.

Hello gmorgan,

 

When the chassis is initially powered on, it will turn on all blades within the case.  You may run into an issue if you power down the blade which will send a command to the chassis to power down the following slot.  In this scenario, the only way to power on the slot without a CMC is power down and up the whole chassis.
