The same admin guide applies to all the hardwares.
you require advanced licenses for IVS feature but the VLAN option does not need any license.
So if the option is not there, it means the hardware does not support it.

I don't believe the SA700 supports the VLAN option; it is one of the advanced feature set items, of which the SA700 does not support all of them.
