IE 7 (64 bit) on Vista Ultimate (64 Bit) not working with 6.3R3

I have 2 SA6000s in Act/Act running 6.3R3. I have a couple of user that purchased laptops recently with Vista Ultimate (64 bit), which now by default comes with IE7 (64 bit), are having problem installing the JuniperSetupCab after logging in. If Active X install is ignored, the java install never kicks in. The 32 bit version of IE runs fine on 64 bit Vista. Does anyone have a working solution for 64 bit IE 7?

The supported platforms document for 6.3R3 did not clearly what version of IE 7 (32 bit or 64 bit) was qualified on Vista 64 bit.

The Supported Platforms guide indicates that 64bit Vista is supported with IE7. Try adding your IVE URL to the Trusted Sites list in the web browser.

I tried that and it did not work. I have opened a TAC case as recommended by my Juniper SE. It would be nice if I could add screen shots for all to see.
