As per my understanding for all SA releases >= 7.0, ICE licenses should be installed on every node in a cluster.
As per the new licensing model introduced from 7.0, you should have one license on each node in a cluster.

In 7.0 and above, we have the new licensing scheme where there is no need for cluster license on secondary and you can create a cluster with user licenses on both nodes, for the new licensing scheme, you need ICE licenses on both nodes(I mean in case of emergeny licenses only)

ICE License does not seem very cost effective at $30,000 for the cluster, compared with $33,000 for a 250 users license. If you typically saw 250 concurrent in normal operation and expect to double that in adverse weather, you might as well buy the extra 250 perm license.
Or is ICE really only intended to cover large user numbers 500+ ??
ICE allows the max. device capacity which is 1K for a SA-4500
