Issues when trying to connect to Comcast site VPN. Pulse secure 8.1

I am trying to connect to the SSL.vpn on comcast and I am getting several errors

One is while downloading to getting the error Pulse secure Network connect error 8.1 setup. Network connect driver install failed exit and try again. (NC.windowssetup. 24324 )

I was able to fix it with a reg hack
HKLM/SYSTEM/CurrentControlSet/Control/Network/MaxNumFilters
This value defines the maximum number of network filter drivers allowed on the computer. I increased it for 8 to 14 now I am getting the error
Pulse secure setup Client
" failed to download the application. Please sign and try again. If the problem continues , please contact your system admin.

Windows 7 64 bit full admin
The install compatibility mode is set to windows 7 < The software was downloaded and then installed like that. >
User has full admin right and the Folder has full right.
Kaspersky end point security current version install.

Pulse Secure Setup Client is a component which allows end user to launch SAM, NC, Pulse and other PCS component via a web browser. There are some errors in the debuglog.log which support will need to review to get a better understanding of the root cause. You can try uninstalling the Pulse Secure Setup client from the Add/Remove Programs to see if this helps. If not, please open a support case.
