The main point is that Java SE 8 free update support ends at the end of 2020. Thereafter you will need to buy a license. So, if someone is using a Pulse Secure product, will they essentially need a subscription with Java as well when 2020 comes around.

For the use of Pulse Secure the user will have to use Pulse Secure Application Launcher (PSAL) to deliver and launch Pulse Client applications without the use of Activex/Java.
This was an alternate solution implemented in 8.2R1 an above.
Pulse Secure Application Launcher allows installation of below components :
Pulse Client
Host Checker
Terminal services
Network Connect
WSAM
Note: Starting from 8.3R3, we have also added PSAL support for launching the HOB applet and JSAM.
