Trying to uninstall JUNIPER VPN client and still have ghostly remains left over.
Seriously. Who ever write the uninstaller did not do a very good job because any newer version conflicts with the old remains and trying to remove them by hand when you have more than one computer like this is a total nightmare and a time sink that could be better used elsewhere.
Clearly proper tools were not used to track every instance of the install process. Sadly now I will have to reimage the entire pc and start from scratch.
This is what happens when you hire old salty dogs who like to use their old programming techniques. It would be best to stick to a third party uninstaller which is made to adhere to REMOVE ALL instances from all locations in folders and the system registry and temp folders.
