This error could happen for multiple reasons. Pulse logs would be made to further diagnosis the issue. Do you have a case open for this that I can review the logs?

What OS are you using and version of Junos Pulse are you trying to install ?
For Windows 7 and above, use Junos Pulse 5.0.3. the older versions feature and older NDIS driver and wont install correctly.
As the error suggests, The Pulse installer can't create a virtual adpater on your system and like Kita mentioned there could be multiple reasons for this, most of them external to Pulse Client (related to the OS, another third party software, etc) The debug logs from Pulse might give a little more detail.
Here is a shot in the dark: We had a couple of customers resolve this recently by following http://support.microsoft.com/kb/3024777 - If you are using Windows 7 then it might be worth a try.
This problem is mainly caused by the OS denying JP's unsigned drivers. By the way, if you go to device manager, you should see a yellow exclamation sign on "Juniper Networks Virtual Adapter Manager"
For Windows 7, the solution is:
- Uninstall Junos Pulse.
- Reboot and enter windows boot options but instead of choosing safe mode you have to select "Disable Driver Signature Enforcement".
- Reinstall Junos Pulse
This time Windows will not deny the installation of JP drivers and once the connection is launched you should not have that error.
N.B. Other causes include the third party firewall software that blocks the installation or the launch of the virtual adapter.
Solution: disabling the firewall for some minutes and trying the connexion with JP.
You can also research MaxNumFilters on google.
Sometimes if you have a workstation with multiple network filter drivers it hits the default limit of 7 or 8 on windows 7 and you will get that issue where you can't add more bindings which is what you seem to be having.
Also depending on what version you're using as someone suggested you should be using 5.0.3 and up on windows 7 and 8 since it's using NDIS 6 instead of NDIS 5 and NDIS 5 has limitations and we've seen on some machine that it was exhausted by our firewall product so no new bindings could be added.
