License Question

I have a pair of SA4500's run as an Active/Passive Cluster, the primary has 100 User license and the secondary has 50 Clustering licenses. The IVE reports only 50 concurrent users

Installed license details

Maximum Concurrent Users: 50

		Primary - (100 users) Licensing Hardware ID:	2 licenses
	1.	Add 50 simultaneous users to SA 4500 Key:	Permanent
	2.	Add 50 simultaneous users to SA 4500 Key:	Permanent
		Secondary - (50 users) Licensing Hardware ID:	1 license
	1.	Clustering: Allow 50 additional users to be shared from another SA 4500 Key:	Permanent

and from the status overview

Do I have to purchase a matching cluster license to get the full 100 on the primary?

As it's been explained to me, yes. I don't particularly like that answer, but that is what I got from Juniper 6 or so months ago.
