Login failed - empty assertion - has anyone encountered this error?

Have a UK user with an Android getting this error:  
"Login failed using auth server GoogleWorkspace (SAML Server). Reason: Empty Assertion". 

I could not find any documentation on how to troubleshoot this. Does anyone know?

what version of client?
do users from other regions complete successfully?
