Migrating custom user records

I am having an issue migrating user records that have custom links from a SA4000 running 7.1r8 to a MAG4610 running 7.4r8.  Anyone in the forum had to do this before?  We are trying to stand up a new VPN infrastructure, with new configuration, but have the front end be transparent to the end user.  I have tried using the user record sync but that only seems to work when a new link is created after the sync'g is established.  It is not sync'g any records that were created prior to the sync being enabled.

There is a compatiblity issue between 7.1 and below with 7.2 and above for user record sync.  The database was changed after 7.2 which does causes issues with user record sync.  Is it possible to import/export the user configuration from one device to another?  This will port all existing user record data to the new device.
