Mobile hotspot connection not triggering credential log on window (or can't reach page message)

Whenever I try to connect to my hotspot (at&t nighthawk), pulse secure sits at the "connecting" status and never actually triggers the credential window to open.

Sometimes, if I "forget this network" on my PC, and then try to connect to it again, it will open the credential window but it displays the "Can't reach this page" message.

Does not happen with home or work wi-fi, does not happen if I use my iphone as a hotspot - just this one hotspot device.

Any ideas?

do you know if that uses IPv6 or IPv4?
if it uses the former, can you disable it and force only IPv4? or at least only get an IPv4 address on your laptop?
