Network Connect Error

When I log in I get this message:

When i click continue the session it takes me right back to the log in screen and this is a fresh install.

any recommendations?

Is this through the Network Connect client only or are you seeing this after a browser session?
Are you able to switch to Pulse? If yes, do you see a different behavior?
What does the user access log show?
If you disable the multiple session warning, are you able to get a session or does the authentication sequence still loop (just missing the confirmation page)?

It sounds like you are using Chrome. If so, try Internet Explorer. If IE works, there is a browser add-in for Chrome that needs installation.
