From reading the following Juniper document, I was wondering if someone could confirm that IPSEC/ESP packets that arrive out-of-order are simply dropped by the Juniper Network Connect client as outlined in the anti-replay section of this document.
That document is for a different Juniper product and not for the SSL VPN. I'm not able to answer your query, but if you open a JTAC case we can provide you with an answer to your question.
