PSAL doesn't launch because of absence of folder... which I can't find on my mac from the finder.
jarsigner could not open jar file: /Users/nj/Library/Application Support/Pulse Secure/applets/dana-cached/webapplets/vc0/rewritten/applet_10000/lib/jwtwebJ2.jar returning true.

@Naji What is the macOS version and model (Intel or M1)?
If PSAL is installed, then you should find the applets folder under ~/Library/Application\ Support/Pulse Secure
Do you see any errors related to downloading the JAR applet from the VPN server in the PSAL logs (~/Library/Logs/PulseApplicationLauncher.log or /Library/Logs/PulseApplicationLauncher.log)?
