Pulse Secure Client Stuck in Securing Connection Server given a Virtual tunnel IP

I have 2 different PSA 500 appliance version 9.0.6 and 9.1.11 with both of them the client 9.1.11 gets stuck in securing connection however the appliance shows an active connection with a VTP tunneling IP.

The logs show DUO secondary authentication failing. How is this even possible?

are they fronted by unique hostnames?
