Pulse Secure GPO Deployment Language is Incorrect

I am trying to deploy Pulse Secure 5.3r4 for Windows through a GPO but it is detecting the language as Chinese (Traditional, Taiwan) instead of English.  The language and region are set to United States and English so I'm not sure why it would set the language to Chinese.  I have tried both the 32-bit and 64-bit installer and have tried created the GPO on two seperate devices.  Any ideas?

If someone is looking for solution for this in 2020 or later: use ORCA to edit MSI file, then change in View->Summary information list of languages to your needs (language codes and the same procedure as for Libre Office: https://wiki.documentfoundation.org/Deployment_and_Migration#Managed_software_deployment).
