Pulse Terminal Services Client crashes when Windows SRP is configured for "all software files"

Please bear in mind - i am an IT pro but new to pulse products so my terminology may be off.

A few of my users are working on a contract that requires them to use Pulse Secure application launcher and the Pulse Terminal Services client (dsTermServ.exe, version 9.1.16.21349)

We deploy Windows software restriction policies that are configured for all software files - so DLLs are included in this. I have created the relevant exceptions in SRP for %appdata%\Pulse Secure etc.

when trying to use the Pulse Terminal Services client it crashes shortly after launch, faulting in dsTermServDT.dll.

I enabled SRP logging and can see that SRP is not restricting access to this DLL. However a test machine with the same path rules applied, but SRP configured for  "all software files except libraries" the client works correctly, so clearly something about SRP in "all software files" mode and the Pulse Terminal Services client doesnt get on. I dont really want to be weakening our SRP posture, and the team at the company we're doing the work for are no help so hopefully someone here has an idea...

At this point, any thoughts or comments would be much appreciated, thanks!

unfortunately, yes, SRP/AppLocker does not allow the software to work properly
