Pulse.exe the application was unable to start correctly 0xc0000022

I'm receiving the following error : the application was unable to start correctly 0xc0000022 from Pulse.exe

On a Windows 10 Enterprice Ver 20H2 Laptop , any Ideas why is this happening ?

can you use a newer version of the software?
