Can anyone enlighten me on the possibility and methods to write a script to display a notification on WIndows whenever the SSL/VPN gets disconnected and the status icon in the task bar changes?
Is there an API or SDK to do this?

i think you mean network connect, when you're talking about an icon at the taskbar. NC has it's build-in functionality, that it pops up for the user to show him that the connection was interrupted and that it tries to reconnect again.
if the session ends completely because of session timeout or any other errors, the user is also getting notitfied by an error-popup.
so what exactly do you want? do you, as the administrator of the IVE, want to be notified if a user is getting disconnected? then just monitor the user access log and send them to a log-server which can inform you about such issues.

Yes, I was refering to the Network connect status icon. May I know which IVE version of this error pop up notification are you refering to?
From my understanding, version 6.2 R1 build 13255 does not have this feature and this version has issues with the Juniper Network Connect.

I have always had that option this is how you get the windows.app error messages. Are you talking about Network connect dissconnecting randomly, due to an issue, or timing out bec the max session time or idle timeout?
In all cases i am running 6.4R4, 6.5R3 and 7.0 and it does pop up in all three of them.
When Network connect gets in to the auto-reconnect mode it wont pop-up as it has an in built silent reconnect feature.
On the task bar the NC icon will change to 'orange' color during this time.
ALL versions have system tray icon,
in 62 silent re-connect was introduced.. allows to seamlessly recover from disconnects. If Windows NC is disconnected for any reason other than session timeout or logout, the client will continuously attempt to reconnect until a network connection is established
The system tray icon will indicate that NC is attempting to reconnect, but there will be no other prompts to the end user. During this time, the user can Exit or Sign out of NC to stop the client from reconnecting.
nc.windows.app.23790 pops up if indicating time out if idle/max session thresholds are reached
