System variable loginTime.dayOfYear

According to the 6.2 Admin guide, this variable can have the values 0-365 (i assume that 0 is no day of the year), if this is the case, no one can work on Dec 31 of leap year?

Can someone clarify this for me?

I am about 90% sure that January 1st will return the value of 0 to this and December 31st in a normal year would return 364 where as leap year would return 365

That's the way I understand it. I use the NASA Julian calendar and have to adjust by 1 day (since Jan 1= 1).
