Trying to go from 7.3R3 to 8.0R2 and installer service is not working

So i currently have 7.3R3 in production. i loaded 8.0R2 in the lab and am having test it out. Users do not have admin rights so we rely heavily on the installer service to do its job. Now they had 7.3 installer serivce and everything works on the 7.3. When these users try to use the 8.0R2 box the host checker installs and works fine but when they click network connect it tries to install admin_x86_Microsoft.VC80.CRTR_8.050727.762 and requires admin credentials.

From what i ahve been reading VC80 is suppose to be part of the installer service. i have tried these users with 8.0 Installer service but i still get the admin prompt.

Juniper KB article says to either manually install the VB80 or use the microsoft website both of which require admin rights.

8.0R3 will probably fix it.  From the release notes under resolved issues

PR 971258 - Windows non-admin users fail to install Network Connect, WSAM even when Juniper Installer Service in installed.
