We have a need to upgrade the PSA5000V on Azure VNET to PSA7000V. Since its a virtual appliance, can i apply the license and add additional CPU core to upgrade or will i need to setup on new virtual appliance and migrate the configuration?

We've been told that you can upgrade in place. You will have to reboot to add the necessary cores and memory, however.
Could you confirm the order?
1- Powert off, CPU and RAM upgrade and 2- Licensing
or
1- Licensing and 2- Power off, CPu and RAM upgrade

In my lab, I often follow 1) licensing, 2) power-off, 3) upgrade CPU and upgrade, 4) power-on.
Did you try it with a cluster? Is it mandatory break the cluster before the upgrade?

I have not tried with cluster setup, but the results will be same. We don't need to break or delete the cluster.
for a standard OS upgrade, you do not need to break & form the cluster
for changing the "hardware" type, you may need to as you cannot have different hardware, physical or virtual, in a cluster. you may be able to do it without…but I would plan on needing to break and form the cluster again.
