VPN Blocking in China

We have started having some issues with users in China. There are two possible issues, one if bad performance of their ISPs. The other is that there have been reports that some Chinse providers/the government are actively blocking VPN connections. Has anyone else had issues with Chinese users and if so have you found any workarounds?

We are starting to hear that VPN doesn't work via China Telecom but does with other ISPs.

No work arounds I can think of.

We seem to have narrowed this down to an issue with China Telecoms link to the rest of the world being overloaded. We are looking into alternatives to get better performance but these seem to be limited/expensive (or only allowed for foreign workers!?!).

Anyone had similar experiences or have any tips/workarounds?

China's a big deals for us and it's been escalated to our CIO so any ideas would be gratefully received.

A shot in the dark - Does changing the transport from ESP to TLS help? (reason: Incase TLS is not treated as VPN traffic and is processed differently by ISP)
