Could someone explain to me the difference between the "IP address filter" under Network, VPN tunneling and the IP address pool under resource policies , VPN tunneling, connection profiles?

The filter under the network tab allows you to define the address space a given IVE can assign, whereas NC profile defines the pool. While not as important in Active/Standy configuration, this is something you need when working with a load balanced (Active/Active) cluster to make sure its only assigning the address space which you're routing back to it.
