Windows Hello for Business + Azure SAML + Windows 10

We have new laptops with Windows Hello for Business that are Azure AD joined. 

We cannot get them to work with login to Pulse using Azure SAML. They say the authentication method X.509 does not match the require password one.

We found an article on here that says to switch the auth to X.509 but then that breaks everyone just using password auth on all other devices with:

"Authentication method 'Password' by which the user authenticated with the service doesn't match requested authentication method 'X.509'.

So basically the reverse of the other message.

Is there a way to make both of these work?
