dll failed to register

During the installation of Pulse Secure on a Laptop with Windows 7, I get this message :

Module C:\Program Files(x86)\Common Files\Pulse Secure\JUNS\PulseSecureServicePS64.dll failed to register. HRESULT -21470108895. Contact your support personnel.

I applied all Microsoft fixes without success.

Do you have an idea to solve this issue ?

The Pulse Secure version I tried to install is 9.1.3 (1313)

@Rob1hood Win7 SP1 or SP2? Are you able to proceed with the installation by ignoring the error or does it rollback?

Please go to C:\Program Files(x86)\Common Files\Pulse Secure\JUNS folder, if you find any DLL files present, right click >> properties >> digital signature >> what do you see?
