manual download of network connect/pulse clients for end users?

Is there a way to enable a download link for manual user installation of the client, when the auto-push method does not work?

I want the user's to have the option of downloading the .msi and installing manually.

There is no external link on our support site for NC, but they are available on the admin console.  You can download them and host them on a external website.  For Pulse, these are available on our support site at https://www.juniper.net/support/downloads/?p=pulse#sw

the users cannot access the admin download page.  But if you copy those deep links on the admin download page, you can distribute them to users.  I've had users directly download this way.
