I got this to work finally (took all day).
uninstall all pulse secure lines (control panel)
delete all installation files from temp directory (C:\Users\*userid*\AppData\Local\Temp)
browse to C:\Program Files (x86)\Common Files\Pulse Secure\Component Manager\PulseCompMgr.exe and delete this file
backup registry
edit registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Network\MaxNumFilters
change to 14
delete registry key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\layers
C:\Program Files (x86)\Common Files\Pulse Secure\Component Manager\PulseCompMgr.exe
may also need to perform a "FIND" in registry and delete any keys which have the word "PulseCompMgr.exe" beneath a compatibility folder
restart computer
log in again, files should all re-download and re-install
It's an old thread but just to confirm that deleting pulse component from HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\layers solved my problem.
