Is there any place where my users can download by themselves the Pulse Secure Installers?

You can provide a direct link to the users for downloading the installers or Create a web bookmark (with no-rewrite policy) for the same, which the users will see after they sign-in to the web portal.

Get the installers link from the VPN server by navigating to Maintenance >> System >> Installers >> Copy the Download link.
