I stil have this problem and I do not have any cisco or jabber installed, on which you point this error to be responsible.
Have you found any solution to this error finally ? do anyone look on this forum ?
I'm having *exactly* the same symptoms and issue (on normal or abnormal disconnect of PulseSecure VPN there seems to be some hanging condition/process, so that PulseSecure does no more respond (neither to a re-connect, not even disable the VPN service) and moreover so that normal Windows shut down can not happen and enters a hanging state. That supposedly hanging process lasts/locks for about 5-7 minutes, after which normal Windows shut down works again).
Does this info help in identifying any culprit process (to kill so that PulseSecure could be used again)?
