Pulse Application installs but does not fully install

I am having trouble getting the Pulse application laucher to work properly on a large number of machines in my enviroment.  I run the MSI and it completes and event log show a successful install, it installs to the Appdata\roaming location but does not install under C:\Program files(x86)\Pulse Secure\Pulse.  When attempting to launch the launcher from appdata it says the resouce catalog was not install and needs to be reisntalledafter repair and uninstall and reisntall the outcome is still the same.  

I have used 2 different launchers. 1 launcher was from a successful install

To add to this Pulse Secure does not install

which msi are you using?
i would not expect being able to launch the application launcher stand-alone; it is expected to not have a ui or anything to use

if you are using the application launcher msi, yes, that is expected. if you install using the pulse client installer, are you seeing the pulse client install?

Is there a place I can download Pulse secure 9.0.1821 ?

i do not believe so as that is a version that is not supported at this time. you may be able to check the appliance at maintenance>system>installers
