I am having this problem as well and I am not sure how to get pulse secure to work.
I've tried multiple ways in the comment and it still doesn't work.
Can someone help me with this?
I'm having problem with PulseSecure, the same problem where
"The server configuration requires the application to be pre-installed on your machine" and
"Detected an internal error. Please retry. If the issue persists, contact your administrator."
I've tried to reinstall and some other ways but it's still the same.
May I get some help regarding this problem?

How I solved my issue:
I found another "company's" website which also uses Pulse Secure and downloaded it which then worked for me when I ran client Setup. My guess is that there might be something wrong with the Pulse Secure launcher download on my clients website.
