(Update 2019.11.6) Solved. It's a VPN server setting problem.

After upgraded to MacOS Catalina (10.15), I can't ssh to local network IP in the terminal. I tried to download the newest Pulse Secure 9.1R3. It seems that connecting to local network websites with the browser (port 80, 443) is working after upgraded. However, ssh (port 22) to local network IP in the terminal is still failed. Need to get some help since I dont find the issue on the list .
