There are hundreds of entries like this in the file. I Googled around, and found the following article https://kb.pulsesecure.net/articles/Pulse_Secure_Article/kb12255. The user followed the instructions, and changed the ownership, but according to him the issue persists. Could you possibly let me know if there's anything else that can be done here? I personally don't think this issue is related to the Pulse Secure software but rather Windows configuration (Win 7 64-bit to be precise). The user mentioned he had a Windows reinstallation a couple of months ago, so perhaps it did not finish correctly.
Do you have bandwidth management enabled? Does the slowness happen for this user only at home or does the same system show slowness on other networks? Does this happen on both wired & wireless connections? is the connection coming up with ESP transport or SSL?
