I have the same issue on ubuntu 16.04. I just started to try pulse secure client on ubuntu, but I have the same error as in this thread... I am not sure whether it's due to the server is using proxy...
When might we have a client that would support server proxy ... if it's the cause of this?

Hi there, can someone elaborate why the issue is solved?
If it's the proxy setup issue, then please add the proxy support feature to the client - as it seems most setups are using proxy nowadays.
Seeing the same issue in Ubuntu 17.10
Installed http://trial.pulsesecure.net/clients/ps-pulse-linux-5.3r3.0-b1021-ubuntu-debian-64-bit-installer.deb
sudo alien --scripts ~/Downloads/ps-pulse-linux-5.3r3.0-b1021-centos-rhel-64-bit-installer.rpm
sudo dpkg -i pulse_5.3-1_amd64.deb
export LD_LIBRARY_PATH=$LD_LIBRARY_PATH:/usr/local/pulse
export PATH=$PATH:/usr/local/pulse
and had to also install: sudo apt install libwebkitgtk-1.0

A detailed log might give a better picture. My guess is that libsoup related errors are not related to your connection failure. Could you please set the logging level to detailed (File > Logs > Log Level > Detailed) and share the log file
