Unable to install v22 or v9.1r15.0 on Mac Ventura 13.1

Hello! I went to run my v9.1r15 client and was getting a connection failed message. 

I then decided to run the v22.2 upgrade installer which failed. 

Now when i run the 9.1 client, it says the app is damaged and will not open. 

I removed the file from the Applications folder as well as /Library/ApplicationSupport/ and /Library/LaunchAgents and Launch Daemons. 

so, now v9.1 will not open and v22.2 will not install.

any ideas?

I am trying to add the screen shot to this post but everytime i add a screen shot, it says my message can not exceed 20,000 characters. ... smh

i have tested both on my ventura system
can you post the MD5 and/or the sha2 hash of the installer dmg, please?
