Facing the same issue with "Windows 11 Insider Preview 10.0.22483.1011 (rs_prerelease)".
In one of my PC, I reverted back to "Windows 11 Insider Preview 22471.1000 (rs_prerelease)" and it was working fine.

Unfortunately, only one of the PC can be reverted as another one is having "Windows 10 Insider Preview 10.0.22478.1012 (rs_prerelease)" after reverted which still doesn't work.
Anyone try 22499?

22499 didn't work for me.
Looks like ISO Windows 11 (GA release) has version 21H2 22000.194 and Pulse Client 9.1R13 works as expected.

Correct. Per the initial post in this thread, the issue did not start until Windows 11 version 22483.1011.
The latest preview ISOs can be downloaded here:

Still a problem in latest build 22504
We are aware, the problems started with the update, as mentioned in thread start.
Can you please check in-house if you have any bug-zilla or internal KB about this? it's seriously becoming a problem and more and more people are updating to Windows 11...
As mentioned, with latest builds of both Pulse Secure and Windows 11, still not working.
Would love to have at least a temporary workaround until resolved!
Thanks,
Br,
