Windows 11 - Failed to setup virtual adapter

I'm in the Windows 11 Pro Insider Preview Dev Channel.

After an update to Windows version 22483.1011, Pulse Secure VPN client can no longer connect to my work server.  After timing out Securing Connection, it errors out with "Failed to setup virtual adapter".  Uninstalling and reinstalling has not resolved the issue.

After updating to Windows version 22489.1000, the problem persists (and reinstalling again did not help).

My Pulse Secure client is Version 9.1.12 (10247).  I do not know what the server version is.

This has been working well until this Windows update, and other users in my company which are on older versions of Windows are not having any issues.

Re: Windows 11 - Failed to setup virtual adapter

@aleiby Do you see Juniper Networks Virtual adapter & Juniper Networks Virtual adapter manager listed under the device manager's Network adapters & system devices respectively... (enable hidden view from view > show hidden devices).

Re: Windows 11 - Failed to setup virtual adapter

Yes.

Juniper Networks Virtual Adapter - 5/24/21 v9.1.12.9087

"This device cannot start. (Code 10)

{Operation Failed}

The requested operation was unsuccessful"

Juniper Network Virtual Adapter Manager - 5/24/21 v9.1.12.9087

"This device is working properly"

Re: Windows 11 - Failed to setup virtual adapter

@aleiby Thank you...

Hmm interesting.. JNPRNS is running + VA & VAMGR is present so the setup should be working as expected.

Do you see any warning symbol shown in the Virtual adapter status while the Pulse Client is in "Securing Connection" status?

Yes, that's the same error mentioned above:

This device cannot start. (Code 10)

{Operation Failed}
The requested operation was unsuccessful.

Under Events it says:

Device {FE36527A-8C07-4854-8AF7-BF40E7DF52F7}\JNPRVA\0001 had a problem starting.

Re: Windows 11 - Failed to setup virtual adapter

And after a while it reverts to faded out instead of warning icon with:

Currently, this hardware device is not connected to the computer. (Code 45)

To fix this problem, reconnect this hardware device to the computer.

Re: Windows 11 - Failed to setup virtual adapter

@aleiby Ok. Please review the setupapi.dev.log under C:\WINDOWS\INF folder and check the events printed there for JNPRVA startup.

BTW, do you have any other VPN client installed?

Re: Windows 11 - Failed to setup virtual adapter

Faded status means the adapter got disabled which is expected to happen i.e., after the 1205 error, Pulse Client will stop using the virtual adapter and the adapter goes to disabled state automatically which is OK (hence code 45 status).
