But the question to ask, Why Windows 11 transitions to SSL mode when there's ESP configured on the server side? Meaning, do we see any ESP packets leaving out from the physical interface of the Windows 11 machine? please take a wireshark capture on the physical interface and confirm.
I guess, you have both Windows 11 and 10 connected over the same network, is that correct? If yes, then I suspect, something on the endpoint side is blocking the UDP 4500 traffic when clearly another client from the same network works perfectly fine with the same VPN server.

For that, please type ncpa.cpl in your windows search, network adapter will get listed, find "Pulse Secure" adapter which will be visible only after connecting to VPN, then right click > properties > enable JNPRNS.
To be honest, that shouldn't have made any difference WRT stability of connection. It's ok to disable JNPRNS as it'll not cause negative impact.

Hey a note for the developers. I found something strange. For my organization I must have teams desktop as well as pulse. Pulse gives me reconnect and disconnect issues (ver 9.1.13 / windows 11), however if I exit teams completely and connect pulse....stable connection. Its crazy.
For anyone working on the Windows 11 - pulse issue; Here is some additional items I wanted to share in my process of trying to get resolution on this issue;
1. Pulse hates to connect if any other program requires a live internet connection, for example. I can't get a solid connection with pulse if teams is running or if the internet is live.
2. My solution for now is; I don't have pulse startup with Windows 11 anymore. If I need to connect I exit teams completely and make sure no other internet based program is running, (i.e. browsers or windows mail)
3. I then open pulse and make my connection. It stays stable.
4. I have been able to connect to internet and mail after the stable connection, however if I turn teams on connection lost.
Obviously this is not a fix! Could it be a large amount of resources that both seem to pull (pulse and teams)?. Or maybe this is a tunneling issue? - I thought hardware, bought new 2.5x 10gb ether card and that had no impact. (FYI - my connection speed is constant at 495 down and 49.8 upload.)
Hope this helps to getting a solution. Please release 9.1r13.1 maybe that is fix? I only have 9.1.13

Ta ki PulseSecure vpn kurulumu yapana kadar. PulseSecure kurulumunu yaptıktan sonra win11 ile bağlanamadım. PulseSecure forumun da win11 için bir yönerge yayınladınız. bu yönergeyi yaptıktan sonra PulseSecure ile bağlanacağım kuruma rahat bağlanıyorum. ama diğer direk RDP ve diğer VPN le bağlanmak istediğim RDP ler de bağlantıyı direk kesip atıyor. 8-9 defa denedikten sonra bağlı kalabiliyorum. yönergedeki olayı tersine çevirdim; tüm VPN leri kaldırdım yeniden kurdum olmadı. sorun halen devam etmektedir.
