running two VPN sessions at a time?

I have a client that needs to connect to my corporate VPN using Network Connect, but also needs to connect to a third-party's VPN also using Network Connect at the same time. Can two Network Connect VPN sessions be connected to two different VPNs at the same time? What is happening is, after he's connected to us, he tries to start Network Connect to connect to the second VPN, but the app never starts. It seems like this this may be by design?

Yes. Only one NC service can run at any given time so you will not be able to launch another tunnel on the same machine.

Would it be possible to make some Pulse secure release that will enable more VPN connection in the same time from one machine? Just recently I used older Juniper client "Network Connect 8.1" for one VPN together with Pulse Secure for another VPN at the same time and it worked. Now there was some update and that stopped working. It is not much fun working when I still need reconnect from one VPN to the other and back.
