The directory /usr/local/pulse doesn't exist after installing PulseSecure, which means the script to install dependencies and use the CLI client isn't available.
which version did you installed?
9.1r9 and onwards is installed under /opt/pulsescure
Under /opt/pulsescure/bin, you can find the pulselauncher binary: pulselauncher [-U signinUrl] [-r realm] [-l role] [-c cert] [-u username] [-p password]
