What version of SBR are you running and what is the path to the radius directory that you looked in? Sometimes if you upgraded from an older version there will be two radius directories C:\radius\service and c:\Program files\Juniper Networks\Steel-Belted radius\service.
Versions 6.0 and 6.1 use the longer path and versions 5.4 and earlier use the short path.
Also if you are running Steel-Belted Radius Enterprise Edition the admin.ini and access.ini files are not available. They are only used in Global Enterprise, Service Provider and Carrier.

I am running on Version 5.4.1 (Build 3511). Not sure what edition this is but I have found some Service Provider Edition manuals in the installation zip file.
I have looked in the C:\Radius\Service_ folder.

If you are able to restart the SBR service, it will print the edition in the log file.
You can try to create the admin.ini and access.ini files then put them in the service directory. Afterward you will need to restart SBR in order to read them.
I would check the version first, because if you are running EE then it will be a waste of time to try and create the files.

By default SBR Admin is the Administrator of the Server itself.
Did you try to login using the Administrator credentials of the Server itself ?
Is it throwing any error ?

Yes I have tried using both Admin and Administrator credentials which are the same as the server's ones.
However, I get a "Connection to Server Refused" error message.

I have followed the procedure described in this KB article twice but I keep having the same issue! I tried to log in to SBR using the Administrator credentials of the server itself. I have also tried username Administrator and no password, Administrator/Administrator etc. I am still getting this "Connection to Server Refused" error message._
For your info, when I tried to stop the service I got an error message that the service was not running.
Could it be that the licence may have expired? I believe I should be able to login any how.
