Does DNS-derived autoscaling have its own hidden referesh setting or does it use the general VTM DNS TTL? I can't seem to find any information about this within the documentation.

I have just checked and this is hard set internally at a 30 second refresh interval.

Is the auto-scaling refresh time independent from the DNS TTL. I.e., will the autoscaling work if the DNS TTL << refresh time ?

Auto scaling refresh is independent of TTL, and set to 30 seconds.
If you want to run something more complex, you could use the
Service Discovery plugin "BuiltIn-DNS_Resolver" which does honour TTLs?
