Recommend you raise a support ticket for this - they can help you plan appropriately, for example, using a test environment. For example, if you are also running Pulse Services Director, then you should upgrade that first. They may also be able to help if you have installed your older software on an unusual network configuration. This type of upgrade is quite possible - I heard of someone upgrading from an old v6 to v17.x recently.
You kind find the license information from the vTM system console at System> Console
You can also be able to use partial backup/restore if you want to import some parts of the configuration to a new installation.

You can upgrade a software install of vTM from 8.0 to 17.4 but you can not do this directly with a virtual appliance (VA) . The reasons and method for upgrading are explained here:
