I would like to know how I should handle the situation
- I buy the license to run in ESX environment, and if my ESX host crashes, I'd like to spin up a new steelapp instance in another host.
But will my license be valid ? -Do I have to call support to get a new license?

The license is tied to the IP or MAC address of the device.
For any new host , I believe you need to open a support case with Riverbed and request a virtual RMA (new license).

I wish there is an option to set the vMAC address of steelapp to that of the original vMAC address!
